Barbara, there aren't really any requirements for homeschoolers, so you're free to plan PE any way you like. For my son, he counted swimming, running, and any other exercise he did as part of his credit (he actually timed himself doing this and kept track of the hours). Then we added a lot of videos regarding health and safety issues (healthy eating and living habits, the effects of smoking and alcohol, drug abuse, etc.) We got most of these from our local library and other places that let us view videos rent-free. Once he accrued 180 hours, that was his PE credit.
To see how high schools typically set up their PE classes, google "High School PE syllabus" and see if anything comes up. (Change your keywords for better results, if needed.)
